On the other hand our relations with them could hardly be less promising at the moment and taking a firm line on this matter might increase their respect for us. Moreover, if they complain again that they have not been approached about the whole question of Hong Kong immigration control, Hutchinson could surely point out with justice and effect that since they have denied us diplomatic relations we can hardly be expected to consult them in such matters.
